Since our last Negotiating News in October, MUNFA and the administration have met in four additional negotiating sessions, October 20th, October 30th, November 4th and November 20th, for a total of five sessions. Progress has been made to some extent but it is becoming more difficult as we deal with more substantive items.
Articles opened for negotiation were: Articles 1, 3, 7, 8, 10, 11, 12, 14, 19, 20, 23, 26, 30, 31 and 32. Some of these involved incorporation of Memoranda of Understanding that had been signed during the past two years. These were quickly dispensed with. Others had more substantive revision, and Article 32 is a completely new Article dealing specifically with Distance/Web courses through DELT.
To summarize:
The Administration opened Articles 1, 7, 8, 10 (MOU),11, 12, 14(MOU), 19, 20, 30. MUNFA opened Articles 3, 23, 26, 31, 32

On November 20th, the administration took Articles 11 and 12 off the table; therefore these are no longer under negotiation and the status quo remains.
MUNFA has responded fully and in good faith on all Articles tabled by the administration. Despite their non- responsiveness to many of the proposed revisions tabled by MUNFA, during the November 20th session, the administration demanded major concessions and threatened not to negotiate further, or to take a break until January, until such concessions are made by MUNFA. To date, the administration has not made any financial offer, including salaries.
MUNFA will meet again with the administration on November 24th in an attempt to keep negotiations moving and will be responding to the administration’s proposals tabled on November 20th including Article 3, Article 23 (Clauses 23.28 to 23.37 only) and Article 26 (Clauses 26.01 to 26.08 only), and to Article 7, tabled on November 4th. MUNFA responses to the administration proposals on Article 19 and 30 have already been tabled.
